Court to consider former Azerbaijani health minister

Baku. Shahriyar Alizade – APA. On Oct. 13, Baku Court of Appeal will consider the appeal filed by the former health minister of Azerbaijan Ali Insanov, who was arrested in 2005 on charges of several offences.

Earlier, the Baku Administrative-Economic Court #1 had rejected Insanov's appeal against the Nasimi district executive branch.

Insanov claims that the garage belonging to him was sold to Vafa Alizade for 50,000 manats unbeknownst to him and his family. Then, the former minister appealed to the court. Nasimi district court passed a judgment that Vafa Alizade must pay 50,000 manats to Insanov. But the judgment was not executed. Insanov’s attorneys determined that Alizade has shares in a bank. Then attorneys asked the court to confiscate her shares worth of 50,000 manats. The court sustained the appeal, but Nasimi district executive branch didn’t execute the judgment. Thus, Insanov appealed to Baku Administrative-Economic Court #1 against it.

Former health minister Ali Insanov was sentenced to 11 years in jail on charges of several offences, including embezzlement of public funds and arranging for unlawful privatization of state-owned property assets.

A new criminal case was initiated against the former minister this year. He faces charged under articles 234.1 (illegal purchase or storage without a purpose of selling of narcotics or psychotropic substances in a quantity (amount) exceeding necessary for personal consumption), 315.2 (application of violence, resistance with application of violence concerning the representative of authority in connection with performance of official duties by him or application of the violence not dangerous to life or health concerning his close relatives, as well as threat of application of such violence, application of the violence dangerous to life or health, concerning persons specified in this article) and 317-2.1 (threat on application of violence concerning employees of criminal - executive establishments or investigator isolators, and also concerning condemned with a purpose to prevent his correction or from revenge for execution of public duties by him).
