Ex-Azerbaijani minister testifies during preliminary investigation into case of ministry’s ex-official

Baku. Shahriyar Alizade – APA. Azerbaijan’s former minister of communications and high-technologies Ali Abbasov gave testimony during the preliminary investigation into the criminal case of Vidadi Zeynalov, former head of the ministry’s Office, and other people arrested alongside him.

Questioned as a witness, Ali Abbasov said he was aware of monthly funds collected from separate entities of the ministry and its subordinate institutions.

Those funds were distributed between Vidadi Zeynalov and heads of entities under the rules they determined and spent on other expenses. In this regard, he regularly received general reports of Vidadi Zeynalov. Sometimes heads of entities personally reported to him. He didn’t give instructions to Vidadi Zeynalov regarding the amount of funds he received from the entities, only told him to regulate total expenditures of the ministry.

The last report reflects the total amount of funds, whom they were delivered to, but doesn’t reflect their amounts. The ex-minister said he was spending 200,000-300,000 manats on personal expenses. Deputy ministers previously received 30,000 manats and 50.000 manats in last two years. Other employees of the ministry were also received funds for their expenditures. Funds were also spent on organization of holiday events and other cultural events.
