"We did everything we could to reduce tensions with Russia before the war in Ukraine - we used different platforms, direct dialogues. However, diplomatic efforts failed to change Putin's mind," said US State Secretary Antony Blinken while delivering a speech in Helsinki, APA reports.
"Shortly before the war, we warned about a possible Russian attack at the UN Security Council and said tha Russia will attack Ukraine and try to overthrow the government there," said Blinken.
"We hoped that we would be wrong, but unfortunately, what we said and what we expected turned out to be true," added Blinken.
