The State Security Service of the Republic of Azerbaijan has released information in connection with the arrest of the head of the Executive Power of Bilasuvar District, APA reports.
Based on the collected materials, reasonable suspicions were revealed that the head of the Bilasuvar District Executive Authority, Mahir Guliyev, with the help of his deputy Khanlar Mammadov, appropriated part of the funds allocated for social assistance to persons in need of material assistance in connection with the introduction of a special quarantine regime, as well as other funds at the disposal of the Executive, under the pretext of allocating social assistance.
In addition, reasonable suspicions were revealed that Mahir Guliyev, through his assistant Pehran Shahbazov and other subordinate officials, received money under various pretexts from officials of local executive authorities and other state bodies, as well as from individuals engaged in individual entrepreneurial activities in the district.
Information was also received that Mahir Guliyev appropriated the salary transferred to the cards of the unemployed and low-income citizens involved in community service. There were also substantiated suspicions that M. Guliyev cashed and appropriated a certain part of the state funds allocated for construction and reconstruction, extorted bribes for the documentation necessary for citizens to conduct construction work.
As a result of operational investigative measures taken by the State Security Service on April 29, 2020, during a search conducted in the office of Mahir Guliyev on the basis of a court decision, these funds, various documents and other material evidence of importance to the case were revealed and seized.
