Arif Rahimzade: Local executive authorities restrict activities of municipalities

Local executive authorities restrict the activities of municipalities, said Chairman of the Azerbaijani Parliament’s Committee on Regional Issues Arif Rahimzade.

He made the remarks during a joint discussion by parliamentary committees of the state budget package for 2018, APA reports.

Rahimzade noted that the issue of allocating subventions to municipalities still remains unresolved.

“I propose to grant one part of funds allocated to municipalities as subventions. The essence is that municipalities can implement specific projects. For example, AZN 5.2 million is planned to be allocated to municipalities next year. Wasn’t it possible to allocate it as subvention?” he said.

The MP pointed out that about 30 projects developed by municipalities in 2016 remain unimplemented.

“The state budget package for 2018 does not envisage any issue related to the projects of municipalities at all. Is this indifference? What does it mean?" he added.

The committee chairman asked the government to clarify this issue.
