The first "smart village" in the Zangilan region, the village of Agali, is already ready for the first stage and the process of resettlement and return has already begun. The process continues today. All these cities and villages will not be ready at the same time. It would be wrong to think that the return will happen at the same time. All this will take place in accordance with a well-known strategic plan of action, on the basis of known schedules. The village of Agali was started as a separate project, and now its first stage has been completed, but there is still a second, third stage. The second smart village will be the village of Dovletyarly in the Fizuli region. Its design is still ongoing," a special representative of the President of Azerbaijan in the liberated territories of the Karabakh economic region (except for the Shusha region) Emin Huseynov said in an interview with APA.
"In general, design and restoration is a time-consuming process, each of these works has its own schedule. Upon completion of these works, the return process will be organized in stages, in parts. This is a very serious mega project, and today the Azerbaijani government is considering international experience to implement this project, and is also conducting a very serious analysis during the work process. There are no ready-made "recipes" for what is being implemented today," he said.
E. Huseynov noted that in the process it will be necessary to clarify and analyze many issues: “Therefore, it seems to me that the process will develop live. At present, our first village is ready to return. Over the next years, we will organize the process of returning to other villages.”
E. Huseynov said that after the first return to the central part, the outskirts and other parts of the city will be restored in parallel.
