Azerbaijani FM: "I would advise Mnatsakanyan once again to read the Helsinki Final Act"

"Azerbaijan has already presented its position on the peaceful settlement of the Nagorno Garabagh conflict to the OSCE Council of Ministers in Bratislava, and you are already familiar with this statement," Azerbaijani Foreign Minister Elmar Mammadyarov noted at the 26th meeting of the OSCE Council of Ministers, APA reports.

The head of the Azerbaijani Foreign Ministry expressed his gratitude to all the OSCE representatives who emphasized the importance of resolving the conflict in the region.

“The statement that we made reflects the position of my country. I think the position of my country has not changed, remains the same. My job it is easier after the statement of my Armenia colleague which comes in an absolutely different way of understating what is going on the ground of today's international relations," said Mr. Mammadyarov.

Recall that the Helsinki Final Act prohibits the occupation of territory by force. According to this document, the principle of non-use of force is directly related to the inadmissibility of violent changes in borders. In order to emphasize the principle of territorial integrity, the Helsinki Final Act expanded paragraph 2 (4) of the UN Charter and codified territorial integrity, inviolability of borders and the non-use of force as separate principles. As a result, in the Helsinki Final Act, it is indicated as consistent principles determined by the fundamental norm of territorial integrity. Clause 8 of the Helsinki Final Act confirms that the principle of self-determination complies with the UN Charter, international norms and principles, in particular, the principle of territorial integrity.
