Russia and Turkey have signed two protocols on Karabakh. But before it was signed, it was agreed with Azerbaijan," said Turkish Foreign Minister Mevlüt Çavuşoğlu speaking at the Turkish Grand National Assembly (TBMM) on budget issues, APA reports.

"Why were there secret talks between Russia and Turkey without the knowledge of Azerbaijan?" Answering the question, the minister said that these accusations were baseless and no secret protocol was signed without Azerbaijan.

The Minister said that the issue of Turkey's deployment of security checkpoints in Azerbaijan is the responsibility of the brotherly country as the host country: "Once Azerbaijan determines the location, history and number of staff, this issue can be resolved."
