The congratulatory letter reads: "On 28 May 1918, Azerbaijan National Council declared its independence, and the first secular democratic state in the Muslim East – Azerbaijan Democratic Republic was founded, marking a historical turning point for the realization of ideals of an independent Azerbaijan.

On this distinguished occasion, it gives me great pleasure to extend my sincere greetings to our member, the Republic of Azerbaijan and its brotherly people.

We are delighted to witness Azerbaijan’s ever-increasing influence in our region and the strengthening of its position in the international scene, with its rapidly developing economy, strong armed forces and contemporary modern education system.

Azerbaijan, acting currently as the Turkic Council’s Chairmanship-in-Office, continues to be a source of pride for the whole Turkic world, with the great contributions and services it has been providing to cooperation and brotherhood bonds between Turkic-speaking states.

Conveying once again my heartfelt congratulations, I wish to the Republic of Azerbaijan a bright future full of peace and prosperity, as well as success to the entire Turkic world.|"
