In case when there is definite information on participation not only the representatives of illegal regime settled in the occupied territories of Azerbaijan but also senior officials of Russia state bodies in the meeting of “Lazarev club”, this sharply contradicts with the responsibilities of co-chair country by the credential of OSCE Minsk Group co-chairs.

ONA reports citing press service of Azerbaijani MFA, according to the Mass Media information, the second meeting of Russia-Armenia “Lazarev Club” was held on March 5-6, 2019 in Moscow and officials of Russia executive and legislative body as advisor to the president of the Russian Federation Sergey Glazyev, who brought greetings of Russia Federation to the event participators, as well as Konstantin Zatulin, first deputy chairman of the committee of the State Duma for the CIS, Eurasian integrity and relations with Russian nationals abroad participated in the meeting: “We would like to remind that, Ministry of Foreign Affairs of Azerbaijan stated its dissatisfaction and anger to the Ministry of Foreign Affairs of Russian Federation regarding with inviting to the first meeting of the above mentioned club of the representatives of separatist regime established in the territories of the Republic of Azerbaijan occupied by the Armenian Republic, as well as regarding with the expressions attempting against the sovereignty and territorial integrity of Azerbaijan voiced in that first meeting. In the second meeting of "Lazarev club" to the question of Mass media correspondent on position of Ministry of Foreign Affairs of Russia Federation about inviting to the current meeting also the leaders of fake regime established in the territories of the Republic of Azerbaijan occupied by the Armenian Republic an official spokesman of the Ministry of Foreign Affairs of Russia Federation stated that, the main issue here is about civil society and non-governmental organizations event, there is no information on participation of RF state officials in this event. He also states that, fulfills all the responsibities undertaken as a co-chair of RF OSCE Minsk Group. Regarding with this, we would like to inform Russia side that, in case when there is definite information on participation not only the representatives of illegal regime settled in the occupied territories of Azerbaijan but also senior officials of Russia state bodies in the mentioned meeting dated of March 5, 2019, this sharply contradicts with the responsibilities of co-chair country defined by the credential of OSCE Minsk Group co-chairs.

It is obviously specified in the mentioned credential that, "co-chairs in their activity will be based on OSCE principles and rules, UN Regulations, OSCE forum decisions, including decision of the Council of Ministers dated of March 24, 1992, as well as decision of Budapest summit, also appropriate UN Security Council regulations".

Ministry of Foreign Affairs invited Russia next time to ensure fulfilling commitments undertaken within the framework of mutual relations, including contract provisions on friendship, cooperation and mutual safety between the Republic of Azerbaijan and Russia Federation signed in 1997: “As known, that contract especially imprinted that, "Sides undertake not to support separatist movements and prohibit and overcome the activity of separate individuals directed against the state sovereignty, independence and territorial integrity".
