Report of so-called “Nagorno-Karabakh Republic” should be removed from UN website  - OPINION

“This kind of political mistake by such an authoritative organization as the United Nations is, to put it mildly, incomprehensible,” Deputy Prime Minister of Azerbaijan Ali Ahmadov told ONA commenting on a human rights report submitted by Armenia to the UN Human Rights Council, which was published on the UN website and included a report on the so-called “Nagorno-Karabakh Republic”.

A. Ahmadov said that the UN recognized the territorial integrity of Azerbaijan and the so-called “Nagorno-Karabakh Republic” does not exist.

“In this case, placing the name and the report of a fictitious body, not recognized by the world countries, on the official UN website is not in line with UN’s charter and political mission.”

The Deputy Prime Minister underlined that the Ministry of Foreign Affairs of Azerbaijan should officially object to this issue.

“The Azerbaijani Government must express its sharp objection to this issue in different ways. If the fictitious “Nagorno-Karabakh Republic” is presented as an independent state on the UN website, we must put an end to this disgrace and that report should be removed from the UN website.”

The Deputy Chairman of the Milli Majlis Bahar Muradova told ONA that Azerbaijan has to activate all its power and demand of removal of the report from UN website and has to achieve this: “Azerbaijan will do it. It is obvious that Armenia uses even small opportunities to make Nagorno Karabakh territories to be recognized as “Artsakh”. At the same time, Armenia tries to include the name “Artsakh” as a separate territory to the even temporary reports and statistical analyses. We have to step up actions to prevent it. The Ministry of Foreign Affairs of Azerbaijan and the Permanent Mission of Azerbaijan to the UN have started to work on this issue and the issue has already brought to the attention of the relevant UN bodies”.

B. Muradova stated that the civil society institutions and media outlets of Azerbaijan should also raise their voice regarding the issue: “Our civil society institutions should convey to international organizations that they cooperate about the unacceptability of such cases and should support the state in this direction. Of course, the reflection of the Nagorno-Karabakh issue in the report presented by Armenia does not mean that the UN will recognize this so-called structure today. But Armenians are not tired of using the smallest opportunities. Thus, we have to work more than them in order to introduce our rightful position. I consider we will achieve this”.

The Chairperson of the Azerbaijani National Delegation to PACE Samad Seyidov told ONA that everyone and every organization should strictly analyze this Armenian provocation: “Because of this not the provocation by the UN. It is stated on the first page of the report that this document has nothing to do with the UN and published by the Armenian mission to the UN. However, the Armenian side attempts to present it as a UN initiative, which is not true. We have witnessed so many such provocations”.

S.Seyidov stated that the Armenian side has repeatedly used these kinds of provocations at the PACE, OSCE and UN: “They always try to present their views and positions as the position of those organizations. This is a lie. The disseminated document has nothing to do with the UN. That document represents the Armenian position. They simply used a tricky technique. They used the UN Secretariat to spread this document. Even in this case, the Secretariat specifically included a paragraph on the document, saying that the document belongs to Armenia, and has nothing to do with the UN itself and the Secretariat”.

Placing the report of the so-called "Nagorno-Karabakh Republic" on the UN's official website is a serious violation of principles and international law," head of the delegation of Azerbaijan to the Euronest Parliamentary Assembly, member of the PACE Delegation Sahiba Gafarova told ONA.

MP stated that the report was published in 6 languages as a document of “Artsakh”: “The publication of such a report on the website of the organization which has adopted four resolutions on withdrawing Armenian armed forces from the occupied Azerbaijani lands immediately and unconditionally is completely wrong and contrary to the mission of the organization and to the international law. Because according to the four resolutions have been adopted by UN Security Council in connection with the conflict Armenian armed forces must withdraw from the occupied Azerbaijani lands immediately and unconditionally and the territorial integrity of Azerbaijan must be restored. In this case, the UN Human Rights Council has made a serious mistake.”

S. Gafarova considers that publishing this report is part of an unpleasant campaign against Azerbaijan.

She also stated that a new stage has been set for the settlement of the conflict: “It can be concluded from the disclosure of the mediators and the parties to press that there are favorable conditions for the continuation of negotiations through substantive and international legal norms. The occurrence of such provocations reveals Armenia’s intention to continue the occupation policy and also prevent the peace negotiations.”

Note that the report posted under the name of "Artsakh" in the report of Armenia on the UN’s website has been published in 6 languages. Spokesperson of Ministry of Foreign Affairs of Azerbaijan Leyla Abdullayeva said in a statement on April 23 that the annual report submitted to the UN Human Rights Council cannot be discussed.

“It is not the first time that the Armenian side adds the papers of the illegal separatist regime, created in the occupied territories of Azerbaijan, to its letters. In response to the Armenian side’s distributing the illegal regime’s papers as supplements to its letters, abusing its UN and OSCE membership rights, the organizations declare that these documents do not in any way reflect their position. If you look carefully at the document, it is clearly stated there that the dissemination of the document’s supplement does not mean that the UN Secretariat takes any position on its essence. I would like to note that in the OSCE it is also unequivocally stated that the information in the disseminated documents does not reflect the OSCE position. On this issue specifically, our country’s Permanent Mission to the UN Office and other international organizations in Geneva has held a meeting with the head of the human rights treaty department of the Office of the UN High Commissioner for Human Rights and objected that the document supplements submitted by Armenia’s Permanent Representative to Geneva have no legal basis and that such attempts are unacceptable,” Abdullayeva said.
