"Representative of the 'foreign ministry' of the so-called regime established in the occupied Azerbaijani territories made a groundless statement in order to cast a shadow on the recent statement of the OSCE Minsk Group co-chairs, to harm negotiations on the settlement of the Armenia-Azerbaijan Nagorno-Karabakh conflict and to distract attention from the subject of negotiation", -Tural Ganjaliyev, Chairman of the Azerbaijani Community of the Nagorno Karabakh region of the Republic of Azerbaijan told ONA news agency, while commenting on the statement of the "representative of the Foreign Ministry" of the so-called regime established in the occupied territories of Azerbaijan in connection with the last statement of the OSCE Minsk Group co-chairs.

He said that if the opposite side’s “representative”, on the basis of the Helsinki summit documents, talks about the existence of only the Armenian community of Azerbaijan’s Nagorno-Karabakh region along with the conflict sides (the aggressor Armenia and the military occupation victim Azerbaijan), thus ignoring the Azerbaijani community, then this causes only regret about the lack of that person’s ability to understand the essence of the said document.

“If the so-called official mentions the Budapest summit document and is faithful to the commitments under that document, then he should fully adhere to it,” he said.

Ganjaliyev went on to explain that the document adopted in 1994 at the level of heads of state and government of the participating countries at the Budapest Summit says the following:

“They (heads of state and government of OSCE member states), reaffirming their commitments under the corresponding resolutions of the UN Security Council, called for continuation of talks for conclusion of a political agreement.”

“I would like to remind that in the UNSC resolutions 853 and 884 there is a reference to the “Armenians of the Nagorno-Karabakh region of the Republic of Azerbaijan” and this in turn contains the “interested parties” phrase, mentioned in the corresponding decisions of the OSCE, as well as in the Minsk Group co-chairs’ latest declaration,” he said.

According to the community head, alongside with the issues noted above, Annex 2, titled "Time schedule of measures on regulation of the situation in the occupied territories", which was a part of the 1994-1995 ceasefire negotiations, dated November 5, 1995, should be specially mentioned.

"This document specifically envisages the actions regarding the withdrawal of the troops from the Aghdere, Aghdam, Khojavand, Fuzuli, Jabrayil, Zangilan, Gubadli, Kalbajar and Lachin regions of Azerbaijan and mines removal operations in accordance with the relevant timetable: "The Armenian community of the Nagorno-Karabakh region of Azerbaijan continues to be under the oppression of the occupation regime, which is the continuation of the Sargisian-Kocharian junta regime. The only way to establish a permanent and fair peace in the region is possible through the withdrawal of the occupying Armenian troops from the Azerbaijani territories and the return of the displaced Azerbaijani population back to their own native lands. Members of the Azerbaijani community of the Nagorno-Karabakh region of the Republic of Azerbaijan believe that the Azerbaijani and Armenian communities of Nagorno-Karabakh are able to co-exist and live together again peacefully within the internationally recognized borders, sovereignty and territorial integrity of our country and are ready for dialogue for that reason".
