"Azerbaijan is ready to cooperate with Europe and go beyond borders. This cooperation will create stability in the region and the region will prosper," said Rosen Plevneliev, Former President of Bulgaria said at the panel within the framework of the IX Global Baku Forum, APA reports.

He noted that for some states, frozen conflicts are a tool to keep neighboring countries dependent.

"In this case, there is no development, no one invests in countries in conflict. Russia uses this tool. "

Rosen Plevneliev said that that is why Azerbaijan and Armenia should reach a peace agreement.

"This peace agreement should not be like the Budapest Memorandum or the Minsk agreements, it should be sustainable. The parties must negotiate. As President Ilham Aliyev said, Armenia needs to be integrated. We must offer projects that contribute to modernized Armenia, "he said.

The ex-president also stressed that Turkey's role in the region serves to resolve the conflict.
