"Armenia refused to participate a day before the meeting in Moscow, which brought the negotiation process to a standstill," Azerbaijan's Foreign Minister Jeyhun Bayramov told journalists, APA reports.
The minister said this is a clear appearance of irresponsible and inconsistent steps of Armenia.
"Besides, we have witnessed other clear examples of the manipulation policy of the Armenian side in recent days. Despite the fact that the Armenian side refuses the negotiation process and avoids participation in the negotiations, it only makes calls that the problem allegedly lies with the Azerbaijani side. This is a completely wrong approach. The main purpose of such actions is to distract the international community and create confusion," the foreign minister said.
