“We want to return IDPs as soon as possible. They have been waiting for a long time but the biggest problem is mines. Armenia did not give us mine maps though we know that they have it,” said President Ilham Aliyev at the “New vision for South Caucasus: Post-conflict development and cooperation” international conference held at ADA University, APA reports.
“And after the war stopped we have more than one hundred casualties only among civilians not to mention military servicemen. And among more than 100 casualties, more than 20 were killed by the mines. This is another war crime. Because the war is over why don't you give us mine maps?! So, we can clean those territories. Therefore a lot of things we did with demining. And demining is a very long process it takes time because we do not have qualified personnel, to organize training and also to purchase equipments.
The second important issue is already stated is the assessment of the damage. Because we plan to sue Armenian in International legal institutions for this devastations what they have done. Therefore we are documenting all the devastations and destructions, we are creating special passports for every building so it is in the history as will be. And of course, the infrastructure process. Because we cannot send people to the middle of nowhere. There should be decent living standards and already we started projects.
In my communications with different partners, I already raised issue to attract companies who can provide us with some ideas of city planning, of village planning. And we want to invite these companies to work with us because our construction capability is not enough to rebuild these territories.
Therefore it is difficult to say when all IDPs will be returned but they will be returned in stages. Most probably the return start from those villages which are close to infrastructure for instance in Agdam, Fuzuli, Jabrayil there easier to bring lines, electricity, and water and slowly-slowly we will continue. At the same time, we are planning to build an airport in Lachin because getting to Lachin is not easy. The road to Kalbajar also is being built. Existing roads are now under control of Russian peacekeepers we are using these roads but sometimes it is not known when and how. We need to build a lot of tunnels.
So, again a little bit difficult for me to say exactly when but in stages. Probably, hopefully, starting from the next year first IDPs already must be settled,” the head of the state noted.
