According to Samadov, Armenian servicemen and civilians evacuated from the war zone, who surrendered to the Azerbaijani military after the Azerbaijani Army launched a counterattack on September 27, 2020, were immediately interned in accordance with the Geneva Conventions. , conditions of detention, treatment of them, food, water supply and treatment rights of the wounded are fully guaranteed: "The State Commission regularly provided the ICRC with information on Armenian servicemen and detainees, and provided all necessary conditions for its staff to visit them. Prisoners and detainees were also given the opportunity to write letters to their relatives, some to send video messages, as well as to make telephone calls."
