The aggressor Armenia strengthens even more the use of water resources on our territories occupied by it as means of environmental terror against the Azerbaijani population living in the regions close to the front line. Taking this into consideration, the Azerbaijani community of Nagorno Garabagh region of the Republic of Azerbaijan has addressed a letter unmasking this nasty policy of Armenia to senior officials of the Council of Europe, Azerbaijani community of Nagorno Garabagh region of the Republic of Azerbaijan told APA.
The issues of the purposeful blockage with artificial dams of the rivers flowing from the upper Garabagh region being under Armenia’s occupation, as well as the construction of illegal channels from the Sarsang water reservoir in the direction of lower Garabagh have found their reflection in the letter.
It was stressed that the aggressor Armenia using water resources as means of pressure, has actually made impossible engagement in agriculture by the population settled on the banks of the downstream parts of the rivers. Thus, especially in winter months, the Sarsang water dam is opened and the lands suitable for agricultural use are exposed to erosion by artificial torrent. In summer months – in the period of the highest demand for agricultural water – the aggressor Armenia creates artificial drought by blocking the water flow and thus inflicts serious blow on agriculture, as well as flora and fauna.
The blatant violation of norms and principles of international law by Armenia has been unmasked in the letter by referring to the final decision of the European Human Rights Court in regard to the court case of Chiragovs and others against Armenia adopted in 2015 and the resolution # 2085 adopted in 2016 by the Parliamentary Assembly of Council of Europe (PACE) and entitled as “The Azerbaijani population in the frontline regions is purposefully deprived of water”.
Finally, the PACE has been called on to closely track these occurrences, as well as to take urgent steps in order to force Armenia to immediately put an end to its nasty behaviors leading the whole region to humanitarian and environmental disaster.
