Azerbaijani MFA: Nalbandianâ€™s statement â€“ evidence of impossibility of peaceful coexistence with fascist-minded people

The statement made by Armenian Foreign Minister at the Pan-Armenian Forum of Journalists once again proves that it is impossible to talk about peaceful coexistence with fascist-minded people, Hikmat Hajiyev, spokesman for Azerbaijan’s Foreign Ministry, told APA on Friday.
He noted that Nalbandian’s statement is similar to the thoughts of individuals responsible for the first and second world wars.
“Though diplomacy requires building diplomacy and resolving conflicts through negotiations, this statement once again proves that it’s impossible to talk about peaceful co-existence with people with the feudal and fascist ideology,” said Hajiyev. “What else can you expect from the Armenian regime that regards the constructive approach of the co-existence of Armenian and Azerbaijani communities of Nagorno-Karabakh under the status of an autonomous republic as a “threat”?”
He stressed that Azerbaijan’s position on the settlement of the Nagorno-Karabakh conflict is clear, firm and constructive.
“Azerbaijan’s president reiterated this position in his recent interview with Sputnik news agency,” the spokesman added.
Hajiyev pointed out that Azerbaijan’s position on the conflict’s settlement is based on the norms and principles of international law, UN Security Council resolutions, the Helsinki Final Act and the relevant decisions and resolutions of other international organizations.
The only possible way to resolve the conflict is the liberation of the occupied Azerbaijani territories and peaceful coexistence of Armenian and Azerbaijani communities of Nagorno-Karabakh under the status of an autonomous republic within Azerbaijan, he added.
“However, some circles, acting under the influence of Armenia and the Armenian lobby are trying to put pressure on Azerbaijan through absurd utopian ideas of “Karabakh’s independence” and facing failure, they are pursuing a policy to discredit Azerbaijan,” said the spokesman. “Through the Armenian side often refers to the statements of the OSCE Minsk Group, they don’t realize the essence of these statements.”
“These statements require the withdrawal of Armenian troops from the occupied Azerbaijani territories as a first step,” added Hajiyev. “The principles of non-use of force or threat of force, territorial integrity and self-determination of peoples reflected in the Minsk Group’s statements stem from the Helsinki Final Act according to which the right to self-determination shall not undermine the principles of territorial integrity and sovereignty.”
According to the spokesman, all are aware of the plans for the conflict’s settlement.
“Everyone is also well known that Armenia is a party that impedes the conflict’s settlements through tragicomic scenes, all sorts of provocations and pretexts,” said Hajiyev.
He noted that the policy conducted by a junta regime in Armenia under the fear of conflict puts the country’s future under question.
“More than 70 percent of the Armenian population suffers from poverty, even starvation. The unemployment rate in the country has reached 50 percent,” he said.
According to him, the external debt of Armenia with a budget of $2.5 billion is close to $5 billion.
“The fact that its foreign debts outdo real revenues is a sign that Armenia is drawing near to a complete default,” added Hajiyev.
“Murders and terrors because of political identity and views as well as violence by police and illegal armed groups owned by the government show the human rights situation in Armenia has become unbearable,” he said. “As a result of the ethnic cleansing policy it has carried out, Armenia is now the only mono-ethnic country in the world.”
According to him, no country would like to have an impoverished neighbor in its vicinity, neither would Azerbaijan.
“Instead of busying itself with creating cheap and non-sense propaganda like this, the Armenian leadership had better begin taking constructive steps towards settling this conflict, withdraw its troops from the occupied territories of Azerbaijan and contribute to efforts aimed at ensuring sustainable peace in the region,” said Hajiyev. “The earlier the Armenian regime grasps this reality, the sooner can its people benefit from regional peace and cooperation.”
“It’s quite right of the Azerbaijani people to restore their country’s territorial integrity and sovereignty,” said the spokesman, adding that Azerbaijan will restore its territorial integrity and sovereignty within its international recognized borders.
The Nagorno-Karabakh conflict entered its modern phase when the Armenian SRR made territorial claims against the Azerbaijani SSR in 1988.
A fierce war broke out between Azerbaijan and Armenia over the Nagorno-Karabakh region of Azerbaijan. As a result of the war, Armenian armed forces occupied some 20 percent of Azerbaijani territory which includes Nagorno-Karabakh and seven adjacent districts (Lachin, Kalbajar, Aghdam, Fuzuli, Jabrayil, Gubadli and Zangilan), and over a million Azerbaijanis became refugees and internally displaced people.
The military operations finally came to an end when Azerbaijan and Armenia signed a ceasefire agreement in Bishkek in 1994.
Dealing with the settlement of the Nagorno-Karabakh conflict is the OSCE Minsk Group, which was created after the meeting of the CSCE (OSCE after the Budapest summit held in Dec.1994) Ministerial Council in Helsinki on 24 March 1992. The Group’s members include Azerbaijan, Armenia, Russia, the United States, France, Italy, Germany, Turkey, Belarus, Finland and Sweden.
Besides, the OSCE Minsk Group has a co-chairmanship institution, comprised of Russian, the US and French co-chairs, which began operating in 1996.
Resolutions 822, 853, 874 and 884 of the UN Security Council, which were passed in short intervals in 1993, and other resolutions adopted by the UN General Assembly, PACE, OSCE, OIC, and other organizations require Armenia to unconditionally withdraw its troops from Nagorno-Karabakh.
