This incident is Armenia’s gross violation of its international commitments, Azerbaijani Foreign Ministry spokesperson Hikmet Hajiyev told a press conference.

According to him, Azerbaijan’s diplomatic missions have been given instructions in connection with this issue and they will inform international structures and governments of countries and in which they are accredited.

"We hope that countries and international organizations will express their attitude to the fact of this violation of international law and sharply condemn the incident. The International Committee of the Red Cross, as well as the OSCE Chairman-in-Office, has already been informed. The Foreign Minister discussed the incident with the co-chairs and the Personal Representative of the OSCE Chairman-in-Office Kasprzyk. Azerbaijan’s serious concern has been brought to the co-chairs’ attention,” he said.

According to Hajiyev, the order to open fire came directly from the Supreme Commander-in-Chief of the Armenian Armed Forces and therefore the responsibility falls on the political leadership of Armenia.

"This is an integral part of their purposeful policy. The illegal presence of Armenian troops in Azerbaijani territories and the ongoing status quo lead to such provocations. This poses a threat to peace and security in the region. Andrzej Kasprzyk is conducting an investigation on both sides of the line of contact. We think that he will make a fair statement concerning the investigation,” said Hajiyev.

The Foreign Ministry spokesman reiterated that Azerbaijan supports the substantive talks over the conflict resolution.
