Azerbaijani Parliament’s standing commission on defense and security issues finished the draft law on alternative state service, member of the commission, parliamentarian Siyavush Novruzov told journalists, APA reports.
He said that they intend to debate the draft in the parliament’s fall session.
Noting that alternative service is a constitutional obligation Novruzov said the law will be implemented after being adopted.
“Present military commissions are not enough to determine alternative service. Psychologists and others should be involved in these commissions. It is determined by court, tests in some countries. There are people whose problems can not be established by medical forensic examination. He is drafted to military service, has problems there and then it is regarded as shortcomings in the army. In fact it is connected with psychological problems,” he said. /APA/
