Chairman of CIRA: “Armenian latest provocation proves who occupied Azerbaijani lands”

Chairman of Center for International Relations Analysis Farid Shafiyev commented on the distribution of report of illegal regime operating at the occupied Azerbaijani region - Nagorno Karabakh in the UN, APA reports citing CIRA.

It is noted that according to the UN Charter and relevant procedural regulations of the organization each member of the organization have the right to distribute the document with the purpose to inform the Secretariat of the organization and other Member States about what they think is of interest to the international community: “This kind of statement can contain the issues like international peace and security, trade, development and other issues in the name of the Permanent Mission of the member state in the UN. Member state is responsible for the content of the letter. There are even cases of distribution of poems by the member states.

Secretariat is responsible for the distribution of these letters presented by the Permanent Missions of the member states. The documents are distributed with the relevant logo of the organization and within the framework of agenda points of the next sessions of Security Council, General Assembly and other UN agencies. Agenda points are identified by the author of the letter – Permanent Mission of the member state

F. Shafiyev expressed that, unfortunately, there are cases of abuse of these rights by the member states and distribution of papers which are contrary to the UN Charter. According to him, it is not the first time Armenia has sent a letter belonging to the so-called "NKR" on its own behalf”.

“Anyway the author of the letter is the official member of the organization, in this case, Armenia.

The information about the distribution of the letter as a UN document that Armenian media named as a document of the so-called Nagorno-Karabakh Republic does not reflect the truth. UN does not recognize the so-called Nagorno-Karabakh Republic, and according to the rules, the Secretariat of the organization has disseminated the letter of the Permanent Mission of Armenia to the UN and it is the official status of it.”
As for the content of the letter, according to the Chairman of the Center for International Relations Analysis, what sustainable development, democracy or humanitarian goals can be talked about in the occupied territory where Armenia committed ethnic cleansing against the local Azerbaijani population and continues activities to violate the relevant UN Security Council resolutions and the UN Charter?

According to F. Shafiyev, Azerbaijan, for its part, is also preparing to distribute the corresponding letter: "This provocation of the Permanent Mission of Armenia to the UN once again demonstrates who is actually the occupier of internationally recognized Azerbaijani territories."
