The European Council issued on Monday an update on the restriction of free movement during the coronavirus pandemic, recommending that member states consider vaccination rates and the prevalence of variants of concern when regulating travel. In line with the adoption of the digital COVID certificate, the Council states persons who have been fully vaccinated at least 14 days before traveling, or those who have recently recovered from COVID-19, should not be required to undergo testing or quarantine, APA reports citing Teletrader.

Non-essential travel to and from dark red areas, with more than 500 cases per 100,000 people, should be "strongly discouraged," while traveling to and from red and orange areas could require a negative test certificate or quarantine until a negative result is obtained. All measures are subject to an "emergency brake" in case of rapid deterioration of the epidemiological situation, which could involve testing and quarantine even for fully vaccinated or recovered persons.
