As for the return of five districts in the first stage, of course, this is no longer actual. The President of Azerbaijan noted that in the first stage, five districts, Kalbajar and Lachin districts in the second stage, and then the return of Azerbaijanis to the territory of Nagorno-Karabakh: "In principle, the return of all IDPs to their former places of residence. Therefore, we have practically completed the first stage. Therefore, if the Armenian side now declares its commitment to the basic principles, we will immediately talk about the transfer of the currently occupied Lachin, Kalbajar and part of the Aghdam region to the control of Azerbaijan. Thus, we will facilitate the work of mediators to some extent. Because one of the important points will be implemented and we will not have to wait for any second stage. That stage must begin immediately. If we agree on a political settlement, Armenian troops must be withdrawn immediately from the Kalbajar and Lachin regions, as well as from part of the Aghdam region. ”
