The head of state said that in previous years, the Armenian leadership simply showed that it wanted to resolve the conflict within the OSCE Minsk Group: "Over the past few years, the Armenian leadership has already openly stated that they will not return a centimeter of the occupied territories. Suffice it to say. The current Prime Minister of Armenia made a statement in the occupied territories of Azerbaijan two years ago. He noted that "Karabakh is Armenia." This, in fact, meant the end of the talks. At first, this was a very contradictory and false statement. Because on the one hand, the Armenian leadership said that Karabakh is an independent country, it has not been recognized by any state in the world, including Armenia itself. On the other hand, they said "Karabakh is Armenia." This contradiction, in fact, exposed the contradictory policy of Armenia which left defeat last year. This meant that they put an end to any negotiations. The co-chairs of the OSCE Minsk Group, in my opinion, were also in a dilemma. Because they did not know what to do after this statement. The Armenian Defense Minister also made a statement and openly threatened Azerbaijan. He noted that Armenia is preparing for a new war for new territories. That is, it was a threat to occupy more territories of Azerbaijan. Unfortunately, the international community, including the OSCE Minsk Group co-chairs, remained silent. That is, there was no statement of condemnation and no message was given that such a statement is unacceptable. A number of other statements, steps, steps taken by the Armenian leadership were aimed at provoking Azerbaijan. For example, the "inauguration" and the "opening ceremony of any self-proclaimed separatist organization in Shusha" were insulting to Azerbaijan. Even the relocation of the separatist "parliament" from Khankendi to Shusha was an insult to the feelings of Azerbaijanis. Armenian leadership should understand that they cannot play with the feelings of Azerbaijan and our people and cannot insult them. Every patience has its limits."
In July 2020, another provocation was launched on the border, killing our civilians and military personnel.

Then, in September, they fired on the peaceful cities and settlements of Azerbaijan, and then a big step was taken and the Patriotic War began. We defeated them. Armenia was forced to accept the demands. I stated at that time that we would stop when the Prime Minister of Armenia gave us a schedule to leave the occupied territories. It took Armenian leadership almost 7,000 victims and 44 days to understand this. This resulted in a crisis, on November 9, Armenia signed an act of capitulation and the war ended. It also resulted in us being given a timetable to leave the remaining occupied territories. ”
