Attempts to resuscitate “stillborn” Minsk Group - ANALYSIS

Russian President Vladimir Putin and French President Emanuel Macron have conducted discussions on the situation around Nagorno-Karabakh in a phone conversation held before and expressed their satisfaction with the stability of the situation and the continuation of work on the implementation of the statements of the leaders of Russia, Azerbaijan, and Armenia on November 10, 2020, and January 11, 2021.

Moreover, the mutual preparation on coordination of various aspects of the Nagorno-Karabakh settlement, including the OSCE Minsk Group line has been expressed.

The French ambassador in Yerevan has noted that during a telephone conversation, the French and Russian presidents agreed to resume efforts within the OSCE Minsk Group.

The occurrences look like the attempt of some to put “stillborn” organization Minsk Group into intensive care and these attempts cause surprise. The whole world knows and sees that the OSCE Minsk Group was not able to achieve any progress in the direction of resolution of the conflict during nearly 30 years. Speaking about the mediation mission of the organization again at the time, when the conflict has already been in history, is unacceptable. Azerbaijan could restore its territorial integrity at its own expense, realize the implementation of relevant resolutions of the UN SC thanks to its own power as a result of the 44-day war.

November 10 joint Statement contains cancellation of armed Armenian units and returns of Azerbaijanis to Khankendi and other territories. For some reason, the Minsk Group does not want to implement it, speaks about an abstract mediation mission again.

Regardless of which issues were touched upon during the telephone conversation between France and Russian Presidents, Moscow and Paris well know that Azerbaijan will not give status to separatist Armenians. No force can make Baku do it.

It seems that Yerevan still expects support from the OSCE Minsk Group. At the time when the Armenian army completely destroyed, political stability in the country is disturbed, a social and economic crisis experienced, isolated in the international arena, Yerevan expects help from the OSCE Minsk group. Expecting hope from the OSCE Minsk group which proved that it was an inefficient organization for 30 years, is an example of political amateurship. Note that the Azerbaijani people did never be in hopes of this organization for 30 years. As a result of the 44-day war, the OSCE Minsk group was a complete fiasco. Azerbaijan could say its word in the military and political field and put an end to the conflict with historic Victory. There is no war, no Nagorno-Karabakh conflict, and no geographical concept now. There are no discussions about the front, contact line, status quo, or statuses. So, there is no need for the OSCE Minsk Group and co-chairs. The co-chairs should at least continue to work to ensure lasting peace, stability, and security in the region, to meet the requirements of the November 10 statement, to open communications, and more. The Minsk Group, the co-chairs, can at least compensate with it for the fiasco of 30 years. Instead of it, they should not ridicule themselves for trying to solve a problem that does not exist.

There is one more issue that needs to be addressed. Today Armenia's relations with Russia are quite tense. In this regard, Yerevan cannot fully rely on Moscow's assistance. Armenia has no opportunities for integration to the West, either. The isolated country needs the help of the French government and parliament, which is under the influence of the Armenian lobby. And some officials in the upper echelons of the French government under the influence of the Armenian lobby make appeals for providing help to Armenians. On the other side, it is also possible to encounter those French politicians who do not hide their hatred of Islam, Turks, and Azerbaijanis. The intentions of politicians under the influence of the Armenian lobby in France, who are jealous of the growing influence of Turkey and Azerbaijan in the region and the South Caucasus, and who are unable to digest Azerbaijan's victory over Armenia, are clear. In general, France has repeatedly launched diplomatic attacks on Azerbaijan and Turkey and openly supported separatism.

However, all this does not matter.

Franceç whose main goal was allegedly to resolve the Karabakh conflict through peace and negotiations has completely failed itself along with other co-chairs. As a result of the 44-day war, Azerbaijan thwarted the intentions of the evil-wishers.
