Contradictions within the UNESCO aggravate - ANALYSIS

Elections will be held for the post of Director-General of UNESCO this year.

Four years' period of the authority of French Audrey Azoulay, elected for the post in 2017, is about to expire.

Although the election process has not officially begun, several countries have already started to effort seriously for the election of persons, whom they consider appropriate. France also wants Audrey Azoulay’s re-election for the post for the second time. It causes fair disagreement of several UNESCO member countries.

Processes, occurring within the organization currently, show that UNESCO is in a whirlwind of contradictions. Countries, which show themselves as a forerunner of democracy and human rights, just management on a national and global scale on one hand, which speak on the importance of following international rules, are trying to impact the process of election. On the other hand, UNESCO is an inter-governmental organization and is one of the important branches of the UN. Every person, working in the organization, from a director to an ordinary worker should act for the sake of the UN ideals, for the sake of interests of member states. Taking control of this organization by separate countries gives ground to say that it serves for other purposes, but not for declared principles.

For this reason, UNESCO, an international organization behaves like an NGO founded by big countries at their own expense. Such steps are a huge blow to multilateralism and to the intergovernmental essence of UNESCO. This organization, which has a mandate in important areas such as culture, science, and education, becomes the victim of political games.

In this case, is it possible to believe in any words of UNESCO?! Can we consider its activity, feedbacks, evaluation objective?! Can we trust this organization?!

Currently, sending of the mission by UNESCO to our country is on the agenda. Taking into consideration this reality, how to rely on the results of the UNESCO mission, how to be sure that this mission, which is under the pressure of the external forces, will not prepare a biased report on the sake of Armenia’s interests?! Moreover, some other points pave the way to the big questions: Despite Azerbaijan's invitation to the UNESCO mission for many years, there was no reaction from this organization. But now UNESCO wants eagerly to send mission here.

Apparently, a number of countries, which try to present themselves as representatives of human rights, do not respect global humanism and multilateral values and use these concepts as an instrument of their policy. As the President has noted in his recent speech, the inner faces of rich states emerge in the vaccination process regarding the COVID-19 pandemic. By receiving a large number of vaccines from their own population and not giving this opportunity to other countries, in fact, developed selfish countries are pursuing a policy of neo-colonialism.

Many rich countries act selfishly, do not leave anyone close, and try to create a monopoly in the management of international organizations for the sake of their interests. Such steps are a new kind of neocolonialism.
