Miroslav Lajčák: “OSCE has no mechanism enforcing its solutions”

OSCE is an organization which is based on consensus, it has no mechanism enforcing its solutions, OSCE Chairperson-in-Office, Minister of Foreign and European Affairs of the Slovak Republic, Miroslav Lajčák said at a press conference today, APA reports.

Note that Tabriz Jafarov, Azerbaijani, researcher on international law, who were participating in the press conference asked a question that the decisions of OSCE based on principles and norms of international law have not been implemented, that is why separatism and separatism movement occurs in the region.

“Regarding the countries which violate the norms and principles of international law. We yet say that “you should do it”, “you should respect it”. But when the time comes we will say to them “you will do it”, “you will respect it”. Otherwise, we will make you to respect it,” Tabriz Jafarov stated.

Responding to the question Miroslav Lajčák stated that OSCE is an organization that is based on consensus as you know every decision has to be agreed by all 57 participating states.

“OSCE has no mechanism enforcing its solutions. But if something has been agreed by 57 countries of OSCE it becomes part of OSCE commitments. It generates a political commitment and also political pressure. And all these add to the framework of code of conduct. That regulates every country. If you violated it is written what you should do and what u should not do. And it is quite visible that you violated it. It is moral pressure and it is political pressure. And also moral and political responsibility. So I wish we were in the position to enforce every document we have adopted not only within OSCE but also in other international organizations. At the same time, we should create an environment that will not allow states, countries, participates to violate these conditions or their commitments. And walk away without any consequences. And this is what we are trying to do. It is a step by step process.
