Sahil Babayev appealed to his foreign colleagues in regard to Armenia’s military provocation against Azerbaijan

Minister of Labor and Social Protection of Population Sahil Babayev has addressed official appeal to his colleagues in other countries and senior officials of international organizations whom the ministry cooperates with in regard to Armenia’s military provocation against Azerbaijan and another military provocation committed by it on September 27, the ministry told APA.

It is noted in the appeal that beginning from September 27, the positions of military units, the residential territories of Azerbaijan have been subjected to heavy artillery fires by Armenia. It is brought to the notice that consequently, the military servicemen, 30 civilian persons including children, women and elderly people from the Azerbaijani side were killed, 143 people sustained bodily injuries of various degrees, 66 vicilian facilities, 427 individual residential houses fell in disrepair. It is stated that Armenia thereby blatantly violated the international humanitarian law and human rights, at the same time the fact that Armenia is the country conducting hypocritical and destructive policy found its confirmation.

In order to prevent combat activity of Armenia’s armed forces, to ensure security of civilian population, the Azerbaijani Army has started the counteroffensive operation. At the same time, it is brought to the notice that being guided by norms of international humanitarian law, our Army conducts these military operations without targeting civilian population, facilities and infrastructure, our Armed Forces are fighting on our own internationally recognized territories.

It is stated in the appeal that the Armenian leadership intends to disrupt the process of negotiations, the “Garabagh is Armenia” statement of Armenia’s Prime minister inflicted serious blow on the process of negotiations. It is noted that all these should be evaluated as the attempt to change the format of negotiations. This fact is also confirmed by the OSCE Minsk group co-chairs. At the same time, Armenia seriously violating the international law originating from Geneva Convention, illegally settles down foreign citizens on Azerbaijan’s occupied territories.

It is stated in the appeal that 20% of the Azerbaijani lands have been under Armenia’s occupation for 30 years. 4 resolutions of the UN Security Council adopted in 1993 demand immediate, complete and unconditional withdrawal of Armenia’s armed forces from Azerbaijan’s occupied territories. But Armenia has been ignoring these resolutions for about 30 years.

The importance of application of international sanctions against Armenia being the aggressor state is noted in the appeal.
