Parliament amends law on Youth policy

Amendments have been made to the law on Youth policy in the parliament’s sitting today, APA reports.
Member of Social Policy commission Ekrem Abdullayev gave information about the amendments. He said that the amendments propose to limit youth age between 16-39. The amendments envisage establishing Youth Fund, Youth House, reinstating the demobilized young men in the previous jobs, state bodies’ allocating grants for youth organizations.
Parliamentarian Fazail Agamali said that the law on drafting to military service by 35 years contradicts to this amendment and did not agree not to treat families over 29 young families.
Vahid Ahmadov said that reducing the youth age to 29 should be explained.
“Is it proposed by international organizations?” he said.
Ali Mesimli said that after these amendments about 400,000 young men over 29 will not be able to use advantages.
Youth and Sport Minister Azad Rahimov said that most of the amendments and changes have been proposed by the ministry. He noted that Youth House is planned to be established to provide the employment of jobless young men. There will be halls, libraries and other rooms there.
“As to the age limit of the youth Azerbaijan is the only European country where age limit is 35. According to the UN decision youth age is 15-24. The laws adopted in Europe show 29 maximum age limit. Therefore we consider it necessary to amend it,” he said.
Parliamentarian Ganira Pashayeva said that the only place for the youth entertainment in the regions and villages are tea cafes and supported the ministry’s idea of establishing Youth House in the regions.
Parliamentarians Fettah Heydarov, Sabir Rustemkhanli, Fazail Agamali, Siyavush Novruzov offered to make the minimum age limit 16. Despite the proposals the amendments and changes were adopted as in the draft.
Amendments and changes were also made to the “Usage of logos of Red Cross and Red Crescent” and “Courts and judges”. The village Azerbaijan of Lerik region was renamed to Guneshli.
The parliament also made decision on joining the international convention “Fighting doping in sport” adopted in the 33rd session of UNESCO General Assembly.
The draft law on Azerbaijani Society of the Red Crescent and law on adaptation of people served their imprisonment in penitentiary service passed the second reading. /APA/
