Russia tightens fines for drivers throwing garbage out of car

From January 11, on the territory of the Rostov region and other regions of Russia, it will be allowed to use outdoor video recording cameras to punish violators who throw garbage out of their cars, APA's Moscow bureau reports.

According to the authors of the law – the deputies of the Moscow City Duma and the Moscow Regional Duma, technically cameras can be taught to detect even small debris thrown out of a car window on the go. Be it a cigarette butt or a plastic cup.

In this case, the police or employees of the state forest supervision will issue a fine decision, and the document itself will be sent by mail to the owner of the vehicle. At the same time, the car owner who received a fine for garbage will have to prove his innocence if he denies what happened.

According to the amendments to Art. 8.2 of the Code of Administrative Offenses “Failure to comply with environmental requirements when handling production and consumption waste”, individuals who have thrown waste in a forest belt or on the side of the road face a fine of up to 5 thousand rubles.

If the violators got rid of the garbage through the car window, the amount of the fine for citizens will be 30 thousand rubles, for officials – 60 thousand rubles, for legal entities – 100 thousand rubles.

Note that 1 Russian ruble is equal to 0.024 Azerbaijani manat.
