The EU intends to blacklist 29 Russian individuals, including political scientist and philosopher Alexander Dugin, musicians Yulia Chicherina, Oleg Gazmanov and Nikolai Rastorguev, APA reports citing EUobserver.

Restrictions may affect new contracts with Gazprom Neft, Rosneft and Transneft. Previously, the imposition of sanctions against these people was reported by Politico.

The EU also plans to strike at Russian diamond mining giant Alrosa but spare the rest of the diamond sector by banning the import of caviar, vodka, and cigarettes.

The European Commission and the European External Action Service put forward these proposals on Wednesday 28 September. They also include a ban on EU citizens cooperating with the Kremlin.

In addition, the EC specified plans to limit prices for Russian oil. Shipping firms and insurers will be banned from dealing with Russian oil unless its purchase price per barrel is at or below a predetermined price cap.

There should be a complete ban on the import of Russian steel, “from industrial rolls to sewing needles”, as well as on all timber products, including wood, pulp and paper, writes EUobserver.

EU representatives will make a final decision on new sanctions on Friday, September 30. Restrictions are still subject to change.
