US unlikely to supply Kyiv with cluster munitions - report

The United States has not ruled out sending cluster munitions to Ukraine, but it is unlikely to provide them in the near term, APA reports citing CNN.

An unnamed congressional aide said that "the ability of Ukraine to make gains in current and upcoming phases of conflict is in no way dependent on or linked to their procuring said munitions."

According to the report, the Biden administration's decision will be influenced by a restriction imposed by Congress on providing munitions "with a greater than 1% unexploded ordnance rate," which increases the risk to the civilian population. Russian forces have already used the munitions in Ukraine, including to target civilian objects, and Ukrainian sources told CNN they would only use them against Russian troops.
