The European Parliament on March 4 adopted the Recommendation to the Council, Commission and the Vice-President of the Commission/High Representative of the Foreign Affairs and Security Policy on the Scope and Mandate for EU Special Representatives, press service of Azerbaijan’s Parliament told ONA.

Azerbaijan’s Parliament said that the changes made to the document’s first version by pro-Armenian MEPs Eleni Theocharous and Charles Tannok, contradicting Azerbaijan’s position, refers to the principles of “self-determination of nations” and “avoiding the use of force or threats of using force” as part of the promotion of visits by the EU special representatives to conflict zones, where the Nagorno-Karabakh region is noted separately.

Azerbaijan’s delegation in the EU pointed to the fact the mentioned change is general and inaccurate in nature. Despite such traditional disruptive activities of the pro-Armenian circles, it was possible to prevent the inclusion of the abovementioned phrases in the document’s text as a result of joint work with the MEPs who are friendly to Azerbaijan.

The general principles of the EU Global Strategy are referred to in the final version of the document as a compromise amendment.

Thus, the document once again emphasizes the EU’s commitment to the main principles of the EU Global Strategy (territorial integrity, sovereignty, inviolability of borders) in relation to settlement of conflicts

Despite that the compromise changes contain a general reference to the EU special representatives’ trips to the conflict zones as part of their mandates, this reference cannot be used as a strong argument, as the Nagorno-Karabakh conflict is not directly in the mandate of the EU special representative for South Caucasus and Georgia.
