Russian MFA issues statement regarding the first anniversary of signing trilateral statement on Karabakh

Russian Ministry of Foreign Affairs has issued a statement regarding the first anniversary of signing November 9, 2020, trilateral statement on Karabakh, APA's correspondent in Moscow reports.

The statement, which has been placed on website of Russian MFA, reads:

"One year passes since signing trilateral statement by Russian, Azerbaijani, and Armenian leaders that put an end to military operations in the conflict zone in Karabakh. The step allowed ending bloodshed and starting the process of establishment of peaceful life in the region.

Today we can say that agreements, noted in the Statement dated November 9, 2020, are implemented. At the same time, it is very essential Baku and Yerevan to be loyal to the implementation and a serious observance of all of its articles in the future too.

Russian peacekeeping contingent, deployed in accordance with Statement, dated November 9, 2020, contributes to the stabilization of situation and provision of security in the region significantly. Our Azerbaijani and Armenian friends highly appreciate it.

In total, 122 prisoners-of-war and detainees have been handed over since December 2, 2020, with participation of Russian peacekeepers.105 of them have been returned to Armenia, 17 to Azerbaijan. In its turn, 3 packages of mined area maps have been handed over to the Azerbaijani side."

It has also been stressed in the statement that the Russian peacekeeping contingent actively participates in preservation of peaceful life in the region: "Regular humanitarian assistance has been sent to the region, areas are cleaned from mines (1937 buildings have been checked from November of 2020, 2311,5 ha area and 683 km roads have been cleaned, more than 26,000 explosives have been detected.) Infrastructure necessary for life is restored. About 53,000 refugees returned to their houses.

We continue our efforts for the operative solution of remaining humanitarian problems, as well as release of detained persons, clarification of fate of all missing persons, handing over dead persons, and submission of exact maps of mined areas. Provision of security of cultural, religious, and historical heritage objects is also actual.

We intend on consecutive implementations of duties regarding opening all economic and transport relations in the Southern Caucasus, reflected in the Statement of Russian, Azerbaijani, and Armenian leaders dated January 11, 2021, with our partners. We highly appreciate activity of Trilateral Working Group with the joint chairmanship of Deputy Prime Minister of Russian Federation, Prime Ministers of the Republic of Azerbaijan and Republic of Armenia.

We stress the necessity of putting concrete projects into operation based on the balance of interests, which will help to reveal the economic and transport potential of the Southern Сaucasus.

We note the importance of start of process of decreasing tension on the Azerbaijani-Armenian state border and delimitation of borders as soon as possible. We are ready to give all necessary recommendations.

Firstly, we consider continuation of efforts with a line of OSCE Minsk Group Co-Chairs in the context of solution of social-economic and humanitarian duties of the region, as essential. Contribution of ICRC, UNESCO, and other relevant international organizations is also required.

We will do our best to help normalize relations between the Republic of Azerbaijan and the Republic of Armenia, and support peace initiatives aimed at expanding contacts at all levels on a wide range of issues to ensure stability, security, and economic development of the South Caucasus. We are also ready to assist the conduction of a dialogue between the representatives of the public of the Republic of Azerbaijan and the Republic of Armenia with the participation of the Russian Federation in order to create an atmosphere of trust between the Azerbaijani and Armenian peoples.

We are in favor of establishment of kind neighborhood relations between South Caucasus countries and their neighbors, development of mutually-beneficial regional cooperation."
