"There must be a clear legal basis for the possibility of annexation of the Kherson region to the Russian Federation," said Kremlin Spokesperson Dmitry Peskov, APA's Moscow correspondent reports.
He added that residents of the Kherson region must decide for themselves whether to apply for the region to join the Russian Federation.
Kirill Stremousov, deputy head of the military-civilian administration of Ukraine's Kherson region, said he intended to appeal to Russian President Vladimir Putin to admit the region to the Russian Federation.
